Once a State Energy Office has developed the necessary documents and support for their RLF, it can implement the RLF. This involves developing an education and outreach strategy to educate potential borrowers about the RLF and the financing it provides.
How would a state communicate the RLF’s availability to target audiences?
- SECO uses word-of-mouth and in-state Energy Service Company networks to promote LoanSTAR to its target borrowers owning public and MUSH market buildings;
- TDEC highlights loan projects on its webpage or in its monthly newsletter. Additionally, TDEC staff incorporate information regarding the program in talking points and presentations for various speaking opportunities throughout the year.
- The Saint Paul Port Authority (SPPA) advertises the Trillion BTU Program on behalf of the Minnesota Department of Commerce. Promotion activities for the RLF are built into SPPA’s contracts.
